AD Carry Changes for LoL Patch 13.2
Riot Phreak official account made tweet in Jan 14th when he shows a sneak peek of possible changes to AD carry.
This is to repond the public perception of the role, that even players from different ones think it’s weak. So these changes are aimed to improve the overall satisfaction, fun and feel of power.
Although Phreak stands by his point saying the role it’s fine, and it’s not as bad.
Runes Changes for AD carry
Overheal
Shield value :: 10 + 9% max hp >>> 20-300 based on champion level.
Overheal it’s getting buffed
The intent of this buff is to add more survivability in the shield. According to David “Phreak” Turley. right now this rune is underused, compared to Presence of Mind (PoM) or Triumph, making a perfect choice to improve survivability without changing too much.
Although changes seem small, the purpose is to enhance by reasonable margins the chances for AD carry to live longer in fights, without making them unkillable machines (or being abused in Pro play).
Item Changes Patch 13.2
Biggest One: Infinity Edge is now a second item purchase
Infinity Edge & Navori Quickblades
Required crit chance :: 60% >>> 40%
As you just read, the changes to Infinity Edge (IE) will make the item a must second buy in all core builds for AD Carry that rely on Critical Damage.
The change comes with a caveat, now the first two buys in the game are very rigid, hence your build path will look like this
1st Mythic Item + 2nd IE or Navori
Despite this limit, this will open the possibility for more creative 3th item choices.
Also, Phreak insists these changes was to respond a complaint from years of AD players that were obligated to build IE always third.
This is bad due the nature of Solo Que, most players would lose a game without even buying it, or feeling useless/boring most of the game.
This change is a work-in-progress, but will make the feel of playing ADC of coming online way nicer when building 2nd item, and actually not making the role OP according to his numbers.
Disclaimer: IE/Navori will make Tristana/Draven feel stronger. That’s why these changes are a first step, and can later be tweaked.
Changes to Bloodthirster and Blade of the Ruined King

Bloodthirster
Life steal :: 18% >>> 15%
Shield :: 50-320 scaling from level 1 >>> 180-450 scaling from level 9.
Total Cost :: 3400 >>> 3200
Blade of the Ruined King
Ranged on-hit damage :: 8% >>> 9%
The 2nd biggest changes on items was to Bloodthirster, now with a reduced cost, it would be more affordable as a 2nd/3th buy, but what’s better is the increase to the shield, making it a more attractive option to deal against assasins like Zed.
The only drawback is the reduction of Life Steal, but, this was necessary to not turn the item in an OP one (Phreak words)
Finally, the last item getting buff is Blade of the Ruined King, although these are done to don’t abandon DPS Adc (Ashe, Varus, Kalista).
Mana Changes
Last but not least, changes to mana in AD carries for LoL patch 13.2, especifically ones that rely on Presence of Mind to function properly.
These buffs intentions is to make these ADC feel more less reliant on using PoM to playout teamfights in mid game, without making them OP lane bullies.
